In December 2008, LabTest and CEST signed a Memorandum of Understanding (MOU) to enable CEST to provide local testing and factory inspection Services on behalf of LabTest to local Chinese manufacturers required to have their products certified for the Canadian and American market place as per the national product safety standards (CSA and UL). The local services offered by CEST will make it more convenient for manufacturers to have assess to a Certification Body accredited to certify products for the North American market place. One of the biggest challenges has been for the Chinese manufacturers to understand how to have the products certified for the North American marketplace. With this new partnership between LabTest and CEST, manufacturers in China will be provided with local services to help reduce the barriers caused by language, time zone differences and the understanding of product certification.

China Guangzhou Electrical Safety Testing Institute (CEST),a Chinese third party and non-profit organization engaging in testing and certification services. CEST is approved by the General Administration of Quality Supervision, Inspection and Quarantine of the people's Republic of China (AQSIQ) and Guangdong Bureau of Quality and Technical Supervision. CEST is a CCC designated testing facility by Certification and Accreditation Administration of the People's Republic of China (CNCA).
