Testing Engineer - Gas Safety Testing (June 2008)

We are currently seeking for a Testing Technician to work in our Gas Safety Department.

Key Responsibilities: (Work Duties includes, but not limited, to the following):

- Provide assistance in the development of safety testing protocols for CSA, ANZI and EN standards
- Set-up and conduct safety gas tests
- Prepare technical reports
- Prepare Technical Files as per safety standards
- Improve testing setups so that testing is carried out more effectively

Key Requirements:

- Must have at least a Bachelor degree in mechanical engineering/gas ticket
- Must have a sound understanding of gas principles
- Must have prior (work and/or school) laboratory experience, prior experience in testing laboratory would be desirable
- Must have experience in developing and applying customized test protocols to evaluate product quality
- Must have excellent communication skills and capable of conversing effectively with clients of a diverse cultural background
- Must have good presentation skills and ability to explain/teach technical subjects

LabTest and CEST sign MOU to offer Testing and Certification services for Chinese manufacturers in accordance to CSA and UL Standards


LabTest Certification Inc. (LabTest),an independent Testing and Certification Body (CB) accredited by Standards Council of Canada (SCC) with head office in Richmond, British Columbia, Canada. LabTest a customer oriented Certification Body is accredited to test and certify various product categories for the North American market place. In accordance, to the National product safety standards for Canada (CSA standards) and the USA (UL standards).

China Guangzhou Electrical Safety Testing Institute (CEST),a Chinese third party and non-profit organization engaging in testing and certification services. CEST is approved by the General Administration of Quality Supervision, Inspection and Quarantine of the people's Republic of China (AQSIQ) and Guangdong Bureau of Quality and Technical Supervision. CEST is a CCC designated testing facility by Certification and Accreditation Administration of the People's Republic of China (CNCA).

The Memorandum of Understanding (MOU) will allow CEST to provide local testing and factory inspection Services on behalf of LabTest to local Chinese manufacturers required to have their products certified for the Canadian and American market place as per the national product safety standards (CSA and UL). The local services offered by CEST will make it more convenient for manufacturers to have assess to a Certification Body accredited to certify products for the North American market place. One of the biggest challenges has been for the Chinese manufacturers to understand how to have the products certified for the North American marketplace. With this new partnership between LabTest and CEST, manufacturers in China will be provided with local services to help reduce the barriers caused by language, time zone differences and the understanding of product certification.

FCC Registered OATS

May 8, 2007- LabTest Certification Inc. has succefully registered their new Open Area Test Site (OATS) with FCC (Site No.: 552549). The newly registered OATS is a welcome to the local IT industry as they are able to get there FCC and IC Certification locally, within the lower mainland. The OATS is located located at 5340 - 164 Street, Surrey, BC (cross roads: 164 Street and Hwy 10) Map to Site.


LabTest will continue to provide RF designers and engineers with prescan testing services from there laboratory located in Richmond. RF emissions and immunity testing in our Richmond, BC laboratory is conducted using the largest possible GTEM, (25ft long x 13ft high).

Radiocommunication Act Notice No. SMSE-003-07 — Amendment of RSS-187 and renumbering as RSS-287
Notice is hereby given that Industry Canada is amending Radio Standards Specification 187 (RSS-187), which sets out minimum requirements for the certification of transmitters and receivers in a radiocommunication system to provide emergency situation communication in the bands 121.5 MHz, 243 MHz and 406 MHz.

Notice is also given that RSS-187 is being renumbered as RSS-287. This is being done in accordance with the convention adopted by Industry Canada by which Radio Standards Specifications (RSSs) covering equipment subject to both certification and licensing form the 100 series, those covering equipment subject to certification but exempt from licensing (like this standard) form the 200 series and those covering equipment exempt from both certification and licensing form the 300 series.

This RSS was amended in order to include technical requirements for new devices called Maritime Survivor Locator Devices (MSLDs), which operate in the band 121.5 MHz, and to permit certification of Class 2 Personal Locator Beacons (PLBs). January 22, 2007: LabTest Certification Inc. successfully complete the another phase of the Standards Council of Canada accreditation process for Certification Body (CB) accreditation. On January 19, 2007, LabTest facility was audited by the SCC Assessment Team to CAN-P-3G, the IAF Guidance to Guide 65, CAN-P-1500L. Upon completion of the audit, the SCC Assessment Team provided the following recommendation:



“The assessment team recommends that the Director, Conformity Assessment, receives this report and endorses the conclusion that LabTest conforms with the requirements of CAN-P-3G, the IAF Guidance to Guide 65, CAN-P-1500L and related referenced documents and that LabTest be accredited as a Certification Body.”



After receiving the formal SCC Accreditation as a Certification Body which is expected to be within the next few months, LabTest Certification Inc. will be accredited to certify electrical/electronic products in accordance to the CSA and UL standard as indicated within their scope of accreditations. Revision to Enforcement Regulation for the Law Concerning the Rational Use of Energy and Ministerial Notification of the Ministry of Economy, Trade and Industry

1. Outline of the system

Under Article 78 of the Law concerning the Rational Use of Energy (Law No. 49 of 1979; hereinafter referred to as the "Energy Efficiency Law"), the Minister of Economy, Trade and Industry shall decide and make public the standards for judgment of manufacturers and importers about improvement in the performance of specific machines (the "energy efficiency standards"). It is prescribed in the Energy Efficiency Law that new energy efficiency standards need to be established taking account of the energy efficiency of the specific machines which have the highest energy efficiency and other related factors. (It is called the "Top Runner Program".)
The specific machines are defined in Article 21 of the Enforcement Ordinance for the Energy Efficiency Law and those excluded from the specific machines are defined in Article 48 of the Enforcement Regulations for the Energy Efficiency Law. The Energy Efficiency standards are established by the notifications of the Ministry of Economy, Trade and Industry.

Non-Compliant Products reported to the EU Commission
The RAPEX report 2005 provides an assessment of the operation of the RAPEX system in 2005, in accordance with the Annual Policy Strategy, which requires "an assessment of the effectiveness of the revised GPSD in the enlarged EU". The report includes a number of statistics, in particular the number of notifications, including a comparison with previous years, the notifying country, the origin of the products, the categories of products, and the nature of risk.

The statistics show that application of the system and transmission of notifications to the Commission have risen steeply during the last few years. In the second year after the entry into force of the revised GPSD in January 2004, the number of serious risk notifications has almost doubled from 388 in 2004 to 701 in 2005.

Sand & Dust Testing to MIL-STD-810

Introduction to Sand and Dust Testing


LabTest expands testing capabilities to include Sand & Dust Testing in accordance to MIL-STD-810. By performing extensive sand and dust tests on equipment designed for military applications as well as commercial use in harsh climates and environmental conditions. We understand that creating the exact type of anticipated hostile environment can be of significant importance for the product testing keeping in mind that these parts and equipment would usually be in operation in areas where the environmental conditions would be harsh and critical.

The new dust and sand system that we have installed can be used for an array of tests including MIL-STD-810. We also have testing facilities for IP rating tests as per IEC/EN 60529. Our Dust and Sand chamber are 64 Cubic Feet in volume with capabilities to elevate ambient temperatures to the desired limits.

    IEC initiates Material Declaration Standard for electric and electronic goods

    The IEC has just begun work on a Material Declaration standard to help electrical and electronics manufacturers ensure that their products conform to regulations about the environment by giving them a uniform way to disclose specific information about the material composition of their products.

    Requirements for Test Current for Canada (SCC) updated
    In Canada (SCC) the requirements for the test current have been modified. Now a test current of 40 A is required instead of the previous 30 A.
    The modification is described in the standard C22.2 No.0.4.-04.
